The International Plumbing Code (IPC) is a model plumbing code published by the International Code Council (ICC) that provides comprehensive regulations for plumbing system design, installation, and maintenance in residential and commercial buildings. The IPC is the most widely adopted plumbing code in the United States, serving as the basis for the applicable state building codes’s plumbing provisions and establishing the technical standards that licensed plumbers must follow.

The IPC was first published in 1995 as part of the ICC’s effort to create a unified set of model building codes for the United States, replacing the three regional code organizations (BOCA, ICBO, and SBCCI) that had previously published competing codes. Each provision includes specific requirements for materials, methods, and testing that must be met to pass inspection.

States adopt the IPC as their base plumbing code and may add amendments that address local conditions such as hurricane zone requirements, flood zone construction, or climate-specific provisions. The resulting state plumbing code volume is the legally enforceable standard in all local jurisdictions. Local amendments by counties and municipalities may add further requirements but cannot reduce the state minimum.

IPC (current edition) is the base model code, currently in its 2024 edition with a 2027 edition in development. States typically adopt each new edition within one to two years of publication.

IPC Commentary is a companion publication that provides explanatory text and illustrations for each code section, helping plumbers and inspectors understand the intent behind the requirements.

International Residential Code (IRC), Chapter 29 contains a standalone plumbing chapter derived from the IPC but simplified for one- and two-family dwellings. Most states use the IRC plumbing chapter for residential construction.

International Private Sewage Disposal Code (IPSDC) is a companion code covering septic systems and alternative wastewater treatment, referenced by the IPC for properties without municipal sewer connections.
